Why shouldn't you use a used video capture card?

Hey I'm about to buy my first video capture card to record on my xbox 360. I'm going to buy a Dazzle Video Creator Plus HD. on amazon they go for $70 new... but like $40 or $50 used. What I'm wondering is, how are thes capture cards affected over time? If they've been used are they that worse then if new? Which should I go with, used or new? (Also, just out of curiosity, I just read a concerning review of it on Amazon saying the Dazzle Video Creator Plus HD DOESN'T actually record HD, its no different then the normal one. Should I be concerned or is guy just BSing me?) Thanks for the help!
